Kind of a strange letter, because the EAC is happening no matter what. The money was donated for this purpose only and the University said OK and got the plans done. The Town of Farmington just doesn't want new-age design next to it's library or in it's "historic downtown". So they're compromisinbg, and yes, it may take a little more time. But if you look at those dorms built in the 60s (Stone, Scott, Dakin, and Lockwood), you can understand why the town doesn't want a "New-age" eyesore on it's hands.
